ENVIRONMENTAL SITE ASSESSMENT

Pepsi-Cola Metropolitan Bottling Group

Envirologic was retained by the Pepsi-Cola Metropolitan Bottling Group (Pepsi-Cola) to complete a Phase I Environmental Site Assessment (ESA) of the Flint Manufacturing facility in Flint, Michigan. The ESA was completed in accordance with the American Society for Testing and Materials (ASTM) methodology for completing environmental site assessments. The project site is a large manufacturing facility which had been developed in the early 1960s. Underground storage tanks were known to be present on-site and cleanup activities were ongoing.

The environmental condition of the project site was assessed by completing a visual site inspection, a review of historical information, interviews with past and present site contacts, and a review of publicly available file information from various federal, state, and local agencies. Specifically, the following sources of information were utilized to assist in the environmental assessment of the subject property:

Review of historic city street directories available through the Flint Public Library,

Review of Sanborn fire insurance maps obtained from the Sanborn Map Company in Pelham, New York,

Review of historic aerial photographs obtained from the Genesee County Planning Department,

Review of a 50-year chain-of-title search, and

Site specific information obtained from personal and telephone interviews of knowledgeable site contacts.

 

A visual site inspection of the subject property was conducted. The visual site inspection consisted of the following:

Interior and exterior observations,

Examination of past and present site use activities and processes,

Assessment and inventory of present chemical and waste storage, handling, and disposal practices,

Evaluation of past chemical and waste storage, handling, and disposal practices,

Examination of past and present use of aboveground and underground storage tanks,

Determination of past and present on-site utilities,

A limited inspection for potential polychlorinated biphenyl (PCB) materials,

A limited inspection for potential asbestos containing materials, and

Observations of surrounding properties.

 

Publicly available file information regarding environmental concerns, underground storage tanks, and/or chemical releases which may have occurred at the project site were reviewed from the following data sources:

Following completion of the Phase I investigation, the results were compiled into a comprehensive project report. The results of the Phase I investigation uncovered the presence of asbestos containing materials at the facility which were subsequently removed. Additionally, a review of aerial photographs and city directories identified a neighboring vacant facility as a former gasoline service station.
