THE PRELIMINARY RISK EVALUATION PROGRAM (PREP)

 

Envirologic Technologies has developed an approach to pre-screen individual sites prior to initiating underground storage tank removal or investigative activities. The PREP allows for an informed decision making process throughout the course of tank removal activities and subsequent site characterization in an effort to lead to timely, cost effective closure of an individual site.

The PREP is designed to provide for the effective application of the Risk Based Corrective Action (RBCA) process, and allows owners and operators to take full advantage of the benefits that can potentially be realized through RBCA. Additionally, the recently released ASTM standard PS 3-95 ("Guide for Accelerated Site Characterization for Confirmed or Suspected Petroleum Releases") has been developed as a guidance document that describes processes to follow in order to rapidly and accurately characterize a site in an effort to make informed corrective action decisions in a swift, cost effective manner. The PREP provides the necessary data elements required to implement an Accelerated Site Characterization program.

What is the PREP?

The PREP is a method that establishes all reasonably potential exposure scenarios to human or environmental receptors in the event that a release is discovered. In order to make the evaluation, some of the elements of the PREP include establishing area land use, area water supply use (municipal and domestic), mapping utility corridors, and development of a conceptual geologic and hydrogeologic framework for a facility.

One of the primary purposes of the PREP is to assess the stringency of screening levels that are likely to be applied at a given site. Additionally conceptual corrective action options relevant for site conditions and potential exposure scenarios are also identified (e.g. passive remediation, active remediation, and/or application of institutional controls).

The PREP results essentially provides a "road map" on how best to proceed with underground storage tank release response and remedial activities.
