The Project

This urban brownfield redevelopment project was completed in the spring of 2018. The newly constructed building consists of a 29,000-square-foot inn with four residential condos on the top floor. The hotel includes a street-level dining space, a banquet facility/meeting room, and 42 guest rooms.

The site was formerly a car dealership, service center, and gas station on the St. Clair River. Prior to the project, two underground storage tanks (USTs) were used and subsequently removed. Although residual contamination was expected to remain on site, the release from the former USTs had achieved regulatory closure. Other concerns included an in-use waste oil tank, a former waste oil tank, drains, and hydraulic lifts.

Project Solution

As the contracted Environmental Consultant for the St. Clair County Brownfield Redevelopment Authority (SCCBRA), our team was involved in the initial environmental assessment of the property. Envirologic conducted due diligence activities in support of the sale and redevelopment of the property, including a Phase I Environmental Site Assessment (ESA), a Phase II ESA, a Hazardous Materials Building Survey, and a Baseline Environmental Assessment.

Using the SCCBRA's $1,000,000 U.S. EPA Brownfield Assessment Grant, Envirologic prepared a Brownfield Plan and Act 381 Work Plan that reimbursed the developer and SCCBRA for brownfield eligible activities. Envirologic also successfully applied for an EGLE Brownfield Redevelopment Grant ($249,000) and Loan ($280,000) for the City of Marine City, which supported the Inn on Water Street project. The grant/loan activities included development of Work Plans, extensive removal of contaminated soil, asbestos abatement, building demolition, and grant management tasks. The MEDC/MSF Community Revitalization Program's support of $642,000 was also secured with Envirologic's assistance.

This project ultimately resulted in an investment of $4.2 million into Marine City and the creation of 15 full-time-equivalent jobs. The development supports the existing traditional downtown by promoting walkability in the community, providing additional housing for Marine City residents, and supporting tourism in the area. The importance of this project to Marine City cannot be overstated as it represents the first new construction in the traditional downtown in several decades.
