The Project

Hollander Development Corporation made development-wide renovations to the Metea Court Senior Apartments located in Buchanan, Michigan. Hollander Development is a leader in the development of affordable, high-quality apartment communities for families and seniors throughout the state. Metea Court is a low-income senior living housing development built in two separate phases. The Phase I buildings were constructed in 1972 and include 15 buildings with 76 apartment units and 1 community building. The Phase II buildings were constructed in 1975 and include 4 buildings with 24 apartment units.

Before renovations began, it was necessary to identify and mitigate hazards associated with residents' potential exposure to radon, asbestos, and lead. The Phase I buildings had previously been evaluated for these materials. Envirologic was retained to assess the Phase II buildings, as well as portions of the Phase I units that were not previously assessed.

Project Solution

Hollander Development received outside funding to support the development of the Metea Court apartments, including a $3.4 million Low Income Housing Tax Credit investment from Cinnaire, as well as a $1.8 million Fannie Mae immediate permanent loan and a $1.5 million construction loan.

Envirologic performed a Radon Survey of the previously un-assessed Phase II units. Test results indicated eight of the units contained radon at levels above the U.S. Environmental Protection Agency's action level of 4 pCi/L. To reduce concentrations to nonhazardous levels, Envirologic recommended that radon mitigation systems be installed in all eight units. After these systems were installed, Envirologic conducted a site visit to inspect the systems and reaffirm post-mitigation maintenance protocol.

Envirologic also completed an Asbestos Survey of the Phase I and Phase II buildings and oversaw the subsequent asbestos abatement activities. Only asbestos-containing materials with the potential to be impacted by the planned renovation activities were abated; an Operation and Maintenance Plan was created to manage asbestos-containing materials left in place. Following the surveys, Envirologic staff reviewed the planned renovation tasks and determined the appropriate level of training and required work practices.

A combined Lead Inspection and Risk Assessment of the Phase II buildings was also conducted. However, no lead-based paint or lead-based paint hazards (paint, dust, soil) were identified.

At the start of the project, Envirologic coordinated with the renovation architects to develop renovation sequencing and to determine how potential radon, asbestos, and lead exposures would be eliminated. We then coordinated with the client's general contractor and construction manager throughout the entire renovation process to ensure these plans were correctly implemented and the resulting renovated units were safe and in compliance.

This project ultimately culminated in the successful completion of renovation activities for a senior living housing development. To further support this end goal, Hollander Development additionally participated in one of Indiana Michigan Power s energy efficiency programs, which funded community energy efficiency measures (LED lighting, energy-efficient appliances, and ductless heat pumps) across all of Metea Court s apartment units. With these additions, all of the low-income tenants now live in units that are not only safer, but also more energy efficient.

Our professional staff includes licensed asbestos, lead, and radon professionals who can identify potential exposure concerns, provide a plan for eliminating those exposures, and bring the facility into compliance. In addition, Envirologic is approved by the Michigan State Housing Development Authority (MSHDA) as a Qualified Consultant. This designation ensures that we have the demonstrated knowledge of MSHDA s Environmental Review Requirements and that our team is able to provide all the necessary reports and documentation needed to meet their stringent requirements.
